The first stage calls for the existing export-processing zones and Chungtao Wharf to be developed into the offshore transshipment center and production distribution center. Because of the important container port function, the second stage calls for the construction of the Shipping Management Center along with the Information Harbor and educational training facilities. In the state-owned lands around Taiwan Sugar and Taiwan Fertilizer Corporations, the high-add value technology center in the export park will be built up. The Lingya Petroleum station of the Chinese Petroleum Corporation can integrate the present commercial center to develop the waterfront financial office district.
If this plan succeeds, it will allow Taiwan to link its shipping with all of the countries in Southeast Asia, including China. It is estimated to handle more than 500,000 re-export containers by 2010. This would mean the creation of 15,000 professional technical jobs, 70,000 related employment opportunities, six hundred and fifty billion dollars in income and an average yearly growth rate of seven percent in the export container business. By 2020, it is expected to handle one million export containers with an additional value of one trillion dollars.
Kaohsiung Multifunctional Commerce Trade Park has already been treated as the new indicator of future industrial development of Kaohsiung. Both development and invitation to trade are practiced by the 18 developers of the park. By April 2002, the case history of the park includes Taisugar Logistics Park, Kaohsiung Software Park, Kaohsiung President Shopping Mall, preview projects including Taiwan Power Company, Chain Petrochemical Development Corp., Chain Prosperity Development Corp., World Trade Center and International Convention Center and cases in progress include KASC Shopping Mall.
TLP is the first business that entered the multifunctional commerce trade park. Located in the Warehousing & Trans-shipment Special District, it is a joint investment under B.T&O, at NT$3b between Taiwan Sugar Company and China President Logistics Ltd. with an area of 8.5 hectares.
The completion ceremony of phase I of the area took place on 31 March 2001, and the operation was initiated in September 2001. Phase II of the project was completed in 2002 and operations began there after.
TLP is the omnipotent international logistics center that integrates a warehousing logistics center, processing trans-shipment center, international conference center, exhibition center, and computerized office buildings. It is a global logistic center of physical distribution, commerce, cash flow, data flow and information flow.
The establishment of TLP has achieved several regulatory milestones, especially in the customs-related issues. For instance, TLP opened up 24-hour customs operations and brought great efficiency to transshipment handlings. Our aim is to provide the most effective and inclusive base that the global logistics services call for.
Located in the Chengkung Site of the CPC Corporation, Taiwan on Chengkung Road, it takes up an area of 7.9 hectares with an investment amounting to NT$13b. The soil breaking ceremony of the park took place on December 18, 2000 and the building construction was executed on September 18, 2001 and began operations in March 2003. The development of the park fell into two phases, with 3 buildings in phase I and 4 buildings in phase II. The park introduces e-commerce, Internet, warehousing/transit and headquarters of related business, financial systems, communication systems, training center, multimedia industry and high-tech industries.
The park offers a good layout and state-of-the-art software R&D environment which combines e-commerce, warehousing, logistics and a financial center to enhance both the quality and productivity of software design in Taiwan. It has completed standardization and globalization, and corresponds to the Nankang Software Park in Taipei, in order to promote Taiwan to become the Asia-Pacific software center
Located in the Warehousing & Trans-shipment Special District, it takes up an area of 13.7 hectares with a development area of 7.8 hectares. The investment amounted to NT$30b targeted at shopping malls, tourist hotels, office buildings and high-rise housing. The project falls into three phases and was initiated in August 2001, to be completed for use in 2009.
Located in the Commercial & Trading Special District. The development area is 3 hectares and investment capital is 6.4 billion NTD. The main development programs are business recreation and department retail stores. The case falls into two phases and will be completed in 2011

Main development programs are restaurant & amusement facilities, business offices, commercial and personal service office facilities, and department retail stores. The case falls into five phases and will be completed in 2026.
